In 13 Sentinels, you get Meta Chips by completing Collapse mode missions. You do need to complete them successfully in order to get the Meta Chips. In order to get more meta chips and make the most out of the collapse mode, you should get the Meta Chip Magnification enhancement from the Meta Terminal. This will give you 1.2 times the amount that you normally get.
Be sure to upgrade this to the max in order to get the most out of each Collapse mode mission. You can also use the Continuous Attack Bonus to get even more Meta Chips. After each round, you will have the chance to rest, so that you can get your HP and EP back. If you skip that then you will get the Continuous Attack Bonus which will reward you with even more Meta chips.
While this is a great way of getting those extra Meta Chips, be sure that you have what it takes to complete the next round as you will only get the Meta Chips if you are successful. Losing will not reward you with Meta Chips.
