It happened after a motherboard change. In the end, it was the blank setting of the NIC – DHCP, which took my router as DNS which uses the ISPs DNS. Changing this to Googles DNS (8.8.8.8/8.8.4.4) and suddenly I could optimize again). Fun fact: No website, no service had issues with my ISPs DNS – only GeForce Experience – but it didnt tell me “hey, I cannot download optimized settings – it just told me for all games: “Game cannot be optimized.”
